We have tried using Process Explorer which was located on the XP Mode network drive and got the same issue where the shortcut in Windows 7 was showing as the XP Mode shortcut.

I will try to rebuild the Icon Cache although I think I may have done this already but will do it again to make sure! I think it may be to do with the permissions that have been setup for the user and is blocking XP Mode from populating an icon therefore the only icon it can produce is the XP Mode icon. I can get one of their IT guys to do it but I am not sure whether it will help. If you really think it may make a difference then I will try it but based on more than one user suffering the problem I think it may be more deeper than just re-creating a users profile.

We have seen the same issue when Process Explorer was also moved to a network drive the icon was being changed in Windows 7 to be the standard XP Mode icon instead of it's own icon.
